Assuring the Quality of Education: Regulations for Education Programs
This legislative rule establishes the regulations for all education programs that are designed to improve the quality of teaching and learning in the public schools and ensure that equal education opportunities exist for all students, including, but not limited to: comparably high quality programs of study, effective instructional strategies, work-based experiences, support programs, personnel, instructional materials, supplies, equipment, technology integration, and facilities.

 West Virginia Department of Education Policy 2422.5A Tobacco Policy 
The purpose of this policy is to prohibit the use or distribution of tobacco products in school buildings, on school grounds, in school-leased or -owned vehicles, and at all school affiliated functions in order to improve the health of West Virginia students and school personnel. Students under the age of 21 shall not possess any tobacco product at any time. The use of tobacco products has a direct link to numerous health problems and this policy is intended to prevent students, school personnel and visitors from being exposed to secondhand smoke and prevent youth addiction to tobacco products. This policy is intended to promulgate a positive, pro-active approach to tobacco control. In addition, school personnel shall act as positive role models for students by not distributing or using tobacco products.

West Virginia Department of Education Policy 4321.1 Standards for School Nutrition
This legislative rule establishes nutrition standards for foods served and/or sold to students in schools during the school day.  The procedures relate both to nutritional standards of school meals and additional foods and beverages sold or served to students.  Further, this rule includes recommendations pertaining to all foods offered or sold on school premises.
